Sorry I'm not sorry for the short/late post today--I'm addicted to this game.
I found it here, on chicagoist.com. It took me about a minute and a half to finish the starter/20 neighborhood game once I figured out how it works and 13.53.50 to correctly place all 90 neighborhoods. Now my eyes hurt, so excuse me while I take a 10-hour nap.
